Apgar Associates is the area's foremost leader in commercial, residential and municipal engineering and surveying services. Our firm has served Somerset, Morris and Hunterdon Counties for more than 50 years, and our staff are some of the region's leading experts in their field. Apgar Associates has provided a wide range of engineering services to homeowners, developers, municipalities, and not-for-profit organizations for more than 40 years.
All engineering services are supervised by Paul D. Fox, P.E., C.M.E, a licensed engineer and principal of the firm.
James O. Madsen, P.E. has more than 35 years of experience in engineering design.
Apgar Associates plans and designs residential, commercial, and industrial land development projects, prepares environmental studies, performs soil investigations and testing, designs subsurface sewage disposal (Septic) systems, conducts dam inspections, and conducts studies for dam rehabilitation and spillway modification for a wide range of private and not-for-profit clients.
Paul holds a Bachelor of Science degree from Union College and a Master of Engineering degree from Cornell University.
His prior employment included extensive experience in environmental science and hazardous waste site remediation for both industry and government.
Following his joining the firm in 1996, Paul assumed responsibility for providing municipal engineering services for the firm in addition to completing site design and planning work for private clients.
He presently serves as municipal engineer for Harding Township, Morris County and serves as President of the firm.
Under the direction of Wayne F. Holman, P.L.S., Apgar Associates has developed a reputation for the being the areas foremost expert in residential and commercial land surveying.
We perform boundary and location surveys for property delineation and real estate transactions.
Apgar Associates can also provide Elevation Certificates for properties in high flood hazard zones.
We also perform topographic and As-Built surveys as well as wetland delineation assistance.
For commercial properties, we are available to provide ALTA/ACSM as well as S.A.D.C., LOMA and Hydrographic surveys.
In addition to serving private clients, Apgar Associates provides municipal engineering services.
Typically, our municipal work includes planning, designing, and overseeing the construction of public works projects such as road and street reconstruction, stormwater management facilities, and wastewater facilities.
Additionally, we review applications for land development, consult with planning boards, provide assistance to public works departments, and perform other special studies as may be required.

We can provide boundary, location, topographic and real estate closing surveys.
Additionally we have extensive experience with ALTA/ACSM and S.A.D.C. surveys.
2. My architect has requested a topographic survey.
Why is this necessary when I just had my property surveyed at closing?
A boundary survey provides information about the shape, size and property lines.
In order to file permits for any improvements to a property (i.e.: a pool, cabana, home addition etc.) your architect or landscape architect needs an accurate measurement of all visible improvements such as buildings, driveways, landscape features.
